Congressional legislation promoting best practices in recovery housing, cites NARR

Titled the Ensuring Access to Quality Sober Living Act of 2017, H.R. 4684 (Rep. Judy Chu, CA) would direct SAMHSA, through the Center for Substance Abuse Treatment, to publish and disseminate best practices for operating recovery housing.

The House Energy & Commerce Committee held hearings on March 22nd on several bills related to the opioid crisis, including testimony by Ryan Hampton of Facing Addiction supporting H.R. 4684. Ryan recounted his personal recovery experience in asking the Committee to endorse this bill, which would promote NARR standards to all state addiction agencies. You can see his testimony on C-SPAN here. The bill was sponsored by Rep. Judy Chu (CA-27), with input from a number of stakeholders in the addiction/recovery field.

The bill would direct the Center for Substance Abuse Treatment to:

  • publish best practices for operating recvoery housing, based on NARR standards and input from other stakeholders
  • disseminate best practices to the relevant agencies in each state
  • provide technical assistance to states seeking to adopt or implement best practices.

The legislation allocates $3 million for these purposes. NARR supports this legislation, and commends Representative Chu and the bill’s co-sponsors for a meaningful step toward promoting quality recovery housing opportunities for tens of thousands of individuals in need.
